中共中央關于堅持和完善中國特色社會主義制度 推進國家治理體系和治理能力現代化若干重大問題的決定

  為貫(guan)徹落實(shi)黨的(de)十九大精神,十九屆中央委員會(hui)第四次全體會(hui)議著重(zhong)研究了堅(jian)持和完善中國特色(se)社會(hui)主義制度、推進國家治(zhi)理體系和治(zhi)理能力現(xian)代(dai)化(hua)的(de)若干重(zhong)大問(wen)題(ti),作出如下決定。

  一、堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現代化的重大意義和總體要求 

  中(zhong)(zhong)(zhong)國特(te)(te)色(se)(se)社(she)會主(zhu)義(yi)制度(du)(du)是(shi)黨和(he)人民(min)在長期(qi)實踐探(tan)索中(zhong)(zhong)(zhong)形成(cheng)的科學(xue)制度(du)(du)體(ti)系,我(wo)國國家治(zhi)理(li)一切(qie)工作和(he)活動都(dou)依照(zhao)中(zhong)(zhong)(zhong)國特(te)(te)色(se)(se)社(she)會主(zhu)義(yi)制度(du)(du)展開(kai),我(wo)國國家治(zhi)理(li)體(ti)系和(he)治(zhi)理(li)能力是(shi)中(zhong)(zhong)(zhong)國特(te)(te)色(se)(se)社(she)會主(zhu)義(yi)制度(du)(du)及(ji)其(qi)執行能力的集中(zhong)(zhong)(zhong)體(ti)現。

  中國(guo)共產黨(dang)(dang)自(zi)成立(li)以(yi)來,團結(jie)帶領人民(min),堅(jian)持把馬克思主義基本原理(li)同中國(guo)具體實際相結(jie)合,贏得了(le)中國(guo)革(ge)命勝利,并深(shen)刻總(zong)結(jie)國(guo)內外(wai)(wai)正反兩方面(mian)經(jing)驗(yan),不斷(duan)探索實踐,不斷(duan)改革(ge)創(chuang)新(xin),建立(li)和(he)(he)完善(shan)社(she)會主義制(zhi)度(du),形成和(he)(he)發展黨(dang)(dang)的領導和(he)(he)經(jing)濟(ji)、政(zheng)治(zhi)、文化、社(she)會、生(sheng)態文明、軍事、外(wai)(wai)事等各(ge)方面(mian)制(zhi)度(du),加強和(he)(he)完善(shan)國(guo)家(jia)治(zhi)理(li),取(qu)得歷史性成就。黨(dang)(dang)的十八(ba)大(da)以(yi)來,我們黨(dang)(dang)領導人民(min)統籌推(tui)進(jin)(jin)“五位一體”總(zong)體布(bu)(bu)局、協調(diao)推(tui)進(jin)(jin)“四(si)個全(quan)面(mian)”戰略布(bu)(bu)局,推(tui)動中國(guo)特色社(she)會主義制(zhi)度(du)更加完善(shan)、國(guo)家(jia)治(zhi)理(li)體系和(he)(he)治(zhi)理(li)能力(li)現代化水平(ping)明顯提高,為政(zheng)治(zhi)穩(wen)定、經(jing)濟(ji)發展、文化繁榮(rong)、民(min)族(zu)團結(jie)、人民(min)幸福、社(she)會安寧、國(guo)家(jia)統一提供(gong)了(le)有(you)力(li)保障。

  新中國成立七(qi)十(shi)年(nian)來(lai),我們黨領(ling)導人民(min)創造了世(shi)所罕(han)見的(de)(de)經(jing)濟快(kuai)速(su)發展(zhan)奇跡和社會(hui)(hui)長期穩(wen)定奇跡,中華民(min)族迎來(lai)了從站(zhan)起(qi)來(lai)、富起(qi)來(lai)到強起(qi)來(lai)的(de)(de)偉大(da)(da)飛躍。實(shi)踐(jian)證明,中國特色社會(hui)(hui)主義制(zhi)度和國家治(zhi)(zhi)(zhi)理(li)體(ti)(ti)(ti)系是以馬克思主義為指(zhi)導、植(zhi)根中國大(da)(da)地、具有(you)(you)深(shen)厚中華文化根基、深(shen)得人民(min)擁(yong)護(hu)的(de)(de)制(zhi)度和治(zhi)(zhi)(zhi)理(li)體(ti)(ti)(ti)系,是具有(you)(you)強大(da)(da)生命(ming)力和巨大(da)(da)優越性的(de)(de)制(zhi)度和治(zhi)(zhi)(zhi)理(li)體(ti)(ti)(ti)系,是能夠(gou)持(chi)續推(tui)動擁(yong)有(you)(you)近(jin)十(shi)四億(yi)人口(kou)大(da)(da)國進步和發展(zhan)、確保(bao)擁(yong)有(you)(you)五千多年(nian)文明史的(de)(de)中華民(min)族實(shi)現“兩個(ge)一百年(nian)”奮斗目標進而實(shi)現偉大(da)(da)復(fu)興的(de)(de)制(zhi)度和治(zhi)(zhi)(zhi)理(li)體(ti)(ti)(ti)系。

  當今(jin)世界正經(jing)歷百(bai)年未(wei)有之大變局,我國(guo)正處于實現(xian)中華(hua)民族(zu)偉(wei)大復興關鍵時期(qi)。順應(ying)時代潮(chao)流(liu),適應(ying)我國(guo)社會(hui)主要矛盾變化,統攬偉(wei)大斗爭(zheng)、偉(wei)大工程、偉(wei)大事業、偉(wei)大夢想,不(bu)斷(duan)滿足人民對(dui)美好生活新期(qi)待,戰(zhan)勝前進(jin)道路上(shang)的各種風險(xian)挑戰(zhan),必(bi)須在堅持和完善中國(guo)特(te)色(se)社會(hui)主義制(zhi)度、推進(jin)國(guo)家(jia)治理體(ti)系和治理能(neng)力現(xian)代化上(shang)下更大功(gong)夫。

  堅持和(he)完善(shan)中國(guo)特色社會(hui)主義(yi)制(zhi)度(du)(du)、推進國(guo)家(jia)治(zhi)(zhi)理(li)(li)體(ti)系和(he)治(zhi)(zhi)理(li)(li)能(neng)力現(xian)代化(hua)的總體(ti)目標是,到(dao)我們黨成(cheng)立(li)一(yi)(yi)百年(nian)(nian)時,在各方(fang)面制(zhi)度(du)(du)更(geng)加成(cheng)熟更(geng)加定型上取得(de)明顯(xian)成(cheng)效;到(dao)二〇三(san)五年(nian)(nian),各方(fang)面制(zhi)度(du)(du)更(geng)加完善(shan),基(ji)本(ben)實現(xian)國(guo)家(jia)治(zhi)(zhi)理(li)(li)體(ti)系和(he)治(zhi)(zhi)理(li)(li)能(neng)力現(xian)代化(hua);到(dao)新中國(guo)成(cheng)立(li)一(yi)(yi)百年(nian)(nian)時,全(quan)面實現(xian)國(guo)家(jia)治(zhi)(zhi)理(li)(li)體(ti)系和(he)治(zhi)(zhi)理(li)(li)能(neng)力現(xian)代化(hua),使(shi)中國(guo)特色社會(hui)主義(yi)制(zhi)度(du)(du)更(geng)加鞏固、優越(yue)性充分(fen)展現(xian)。

  二、堅持和完善黨的領導制度體系,提高黨科學執政、民主執政、依法執政水平 

  中(zhong)(zhong)國(guo)共產(chan)黨(dang)領(ling)(ling)(ling)導(dao)(dao)是中(zhong)(zhong)國(guo)特色(se)社(she)會主義最本(ben)質(zhi)的特征,是中(zhong)(zhong)國(guo)特色(se)社(she)會主義制(zhi)度的最大優勢,黨(dang)是最高政(zheng)治領(ling)(ling)(ling)導(dao)(dao)力量。必須堅(jian)持黨(dang)政(zheng)軍民學、東(dong)西南北中(zhong)(zhong),黨(dang)是領(ling)(ling)(ling)導(dao)(dao)一切(qie)的,堅(jian)決維護黨(dang)中(zhong)(zhong)央權威,健全總攬全局、協調各(ge)方的黨(dang)的領(ling)(ling)(ling)導(dao)(dao)制(zhi)度體系,把黨(dang)的領(ling)(ling)(ling)導(dao)(dao)落實到國(guo)家治理各(ge)領(ling)(ling)(ling)域各(ge)方面(mian)各(ge)環節。

  (一(yi))建(jian)立不忘(wang)初心、牢記使(shi)命的制度。確保全黨(dang)(dang)(dang)遵守黨(dang)(dang)(dang)章,恪守黨(dang)(dang)(dang)的性質(zhi)和(he)宗(zong)旨(zhi),堅持(chi)用共產主(zhu)義遠大理想和(he)中國(guo)特色(se)(se)社(she)會(hui)主(zhu)義共同理想凝聚(ju)全黨(dang)(dang)(dang)、團結(jie)人(ren)(ren)民(min),用習近平新(xin)(xin)時(shi)(shi)代(dai)中國(guo)特色(se)(se)社(she)會(hui)主(zhu)義思想武裝(zhuang)全黨(dang)(dang)(dang)、教育人(ren)(ren)民(min)、指導(dao)工作(zuo)(zuo),夯實黨(dang)(dang)(dang)執政的思想基(ji)(ji)礎。把(ba)不忘(wang)初心、牢記使(shi)命作(zuo)(zuo)為(wei)加(jia)強黨(dang)(dang)(dang)的建(jian)設的永恒課題和(he)全體黨(dang)(dang)(dang)員、干部的終身課題,形成長效機制,堅持(chi)不懈錘煉黨(dang)(dang)(dang)員、干部忠誠干凈(jing)擔當(dang)的政治品(pin)格。全面貫徹黨(dang)(dang)(dang)的基(ji)(ji)本(ben)(ben)理論(lun)、基(ji)(ji)本(ben)(ben)路線(xian)、基(ji)(ji)本(ben)(ben)方略,持(chi)續推進黨(dang)(dang)(dang)的理論(lun)創(chuang)新(xin)(xin)、實踐創(chuang)新(xin)(xin)、制度創(chuang)新(xin)(xin),使(shi)一(yi)切(qie)工作(zuo)(zuo)順應時(shi)(shi)代(dai)潮流(liu)、符合發展規律、體現人(ren)(ren)民(min)愿望,確保黨(dang)(dang)(dang)始終走在時(shi)(shi)代(dai)前列、得(de)到(dao)人(ren)(ren)民(min)衷心擁(yong)護。

  (二(er))完(wan)善堅(jian)(jian)定維(wei)護(hu)黨(dang)(dang)中(zhong)央(yang)(yang)權威和(he)集中(zhong)統一(yi)領(ling)導(dao)的(de)各項制(zhi)(zhi)度(du)(du)。推動(dong)(dong)全(quan)(quan)(quan)黨(dang)(dang)增強“四個意識”、堅(jian)(jian)定“四個自(zi)信”、做到(dao)“兩個維(wei)護(hu)”,自(zi)覺在思想上(shang)政治上(shang)行(xing)(xing)動(dong)(dong)上(shang)同(tong)以習(xi)近(jin)平同(tong)志為核(he)心(xin)的(de)黨(dang)(dang)中(zhong)央(yang)(yang)保持高度(du)(du)一(yi)致,堅(jian)(jian)決把維(wei)護(hu)習(xi)近(jin)平總書記黨(dang)(dang)中(zhong)央(yang)(yang)的(de)核(he)心(xin)、全(quan)(quan)(quan)黨(dang)(dang)的(de)核(he)心(xin)地位(wei)落到(dao)實(shi)處(chu)。健(jian)全(quan)(quan)(quan)黨(dang)(dang)中(zhong)央(yang)(yang)對(dui)重(zhong)(zhong)大工作的(de)領(ling)導(dao)體制(zhi)(zhi),強化黨(dang)(dang)中(zhong)央(yang)(yang)決策議事協調機構職(zhi)能作用,完(wan)善推動(dong)(dong)黨(dang)(dang)中(zhong)央(yang)(yang)重(zhong)(zhong)大決策落實(shi)機制(zhi)(zhi),嚴格執(zhi)行(xing)(xing)向黨(dang)(dang)中(zhong)央(yang)(yang)請示報告制(zhi)(zhi)度(du)(du),確保令行(xing)(xing)禁止。健(jian)全(quan)(quan)(quan)維(wei)護(hu)黨(dang)(dang)的(de)集中(zhong)統一(yi)的(de)組(zu)織(zhi)制(zhi)(zhi)度(du)(du),形成(cheng)黨(dang)(dang)的(de)中(zhong)央(yang)(yang)組(zu)織(zhi)、地方組(zu)織(zhi)、基(ji)層組(zu)織(zhi)上(shang)下貫通、執(zhi)行(xing)(xing)有力的(de)嚴密體系,實(shi)現黨(dang)(dang)的(de)組(zu)織(zhi)和(he)黨(dang)(dang)的(de)工作全(quan)(quan)(quan)覆蓋(gai)。

  (三(san))健全(quan)黨(dang)(dang)(dang)的全(quan)面領(ling)導制度(du)。完(wan)善黨(dang)(dang)(dang)領(ling)導人(ren)大、政府、政協、監察機關、審判機關、檢察機關、武裝力量、人(ren)民團體(ti)、企事業單位、基層群眾自治組(zu)織、社(she)會組(zu)織等(deng)制度(du),健全(quan)各(ge)級黨(dang)(dang)(dang)委(黨(dang)(dang)(dang)組(zu))工作(zuo)制度(du),確保黨(dang)(dang)(dang)在(zai)各(ge)種組(zu)織中發揮領(ling)導作(zuo)用。完(wan)善黨(dang)(dang)(dang)領(ling)導各(ge)項事業的具體(ti)制度(du),把黨(dang)(dang)(dang)的領(ling)導落實(shi)到統(tong)籌推(tui)進“五位一體(ti)”總體(ti)布(bu)(bu)局、協調推(tui)進“四(si)個(ge)全(quan)面”戰略(lve)布(bu)(bu)局各(ge)方面。完(wan)善黨(dang)(dang)(dang)和國家(jia)機構職能體(ti)系(xi),把黨(dang)(dang)(dang)的領(ling)導貫徹到黨(dang)(dang)(dang)和國家(jia)所(suo)有機構履行(xing)(xing)職責全(quan)過程,推(tui)動各(ge)方面協調行(xing)(xing)動、增(zeng)強(qiang)合(he)力。

  (四)健(jian)全為(wei)(wei)人(ren)(ren)民(min)(min)執(zhi)政、靠(kao)人(ren)(ren)民(min)(min)執(zhi)政各項制度(du)(du)。堅持(chi)立黨(dang)(dang)為(wei)(wei)公、執(zhi)政為(wei)(wei)民(min)(min),保持(chi)黨(dang)(dang)同人(ren)(ren)民(min)(min)群(qun)眾(zhong)(zhong)的(de)(de)血肉(rou)聯(lian)系(xi)(xi),把尊重(zhong)民(min)(min)意、匯(hui)集民(min)(min)智、凝聚民(min)(min)力(li)、改(gai)善民(min)(min)生貫穿黨(dang)(dang)治(zhi)國理(li)政全部工(gong)(gong)作之中,鞏固黨(dang)(dang)執(zhi)政的(de)(de)階級(ji)基礎,厚植黨(dang)(dang)執(zhi)政的(de)(de)群(qun)眾(zhong)(zhong)基礎,通過完善制度(du)(du)保證人(ren)(ren)民(min)(min)在國家治(zhi)理(li)中的(de)(de)主體地位,著力(li)防范脫離群(qun)眾(zhong)(zhong)的(de)(de)危(wei)險。貫徹黨(dang)(dang)的(de)(de)群(qun)眾(zhong)(zhong)路線,完善黨(dang)(dang)員、干部聯(lian)系(xi)(xi)群(qun)眾(zhong)(zhong)制度(du)(du),創新(xin)互聯(lian)網時代群(qun)眾(zhong)(zhong)工(gong)(gong)作機制,始終做到為(wei)(wei)了群(qun)眾(zhong)(zhong)、相信群(qun)眾(zhong)(zhong)、依靠(kao)群(qun)眾(zhong)(zhong)、引領群(qun)眾(zhong)(zhong),深入(ru)群(qun)眾(zhong)(zhong)、深入(ru)基層(ceng)。健(jian)全聯(lian)系(xi)(xi)廣泛、服務(wu)群(qun)眾(zhong)(zhong)的(de)(de)群(qun)團工(gong)(gong)作體系(xi)(xi),推動(dong)人(ren)(ren)民(min)(min)團體增強政治(zhi)性、先進性、群(qun)眾(zhong)(zhong)性,把各自聯(lian)系(xi)(xi)的(de)(de)群(qun)眾(zhong)(zhong)緊(jin)緊(jin)團結在黨(dang)(dang)的(de)(de)周圍(wei)。

  (五)健全提高(gao)黨(dang)的(de)執(zhi)(zhi)(zhi)政(zheng)能力和領(ling)(ling)導(dao)水平(ping)制(zhi)(zhi)度(du)。堅持民主集中(zhong)制(zhi)(zhi),完善(shan)發展(zhan)黨(dang)內民主和實行正(zheng)確集中(zhong)的(de)相關制(zhi)(zhi)度(du),提高(gao)黨(dang)把方(fang)向、謀大局、定政(zheng)策、促改革(ge)的(de)能力。健全決策機制(zhi)(zhi),加(jia)強(qiang)(qiang)重(zhong)大決策的(de)調查研(yan)究、科學(xue)論證、風險評(ping)估(gu),強(qiang)(qiang)化決策執(zhi)(zhi)(zhi)行、評(ping)估(gu)、監督。改進黨(dang)的(de)領(ling)(ling)導(dao)方(fang)式和執(zhi)(zhi)(zhi)政(zheng)方(fang)式,增(zeng)(zeng)強(qiang)(qiang)各級黨(dang)組(zu)織政(zheng)治功能和組(zu)織力。完善(shan)擔(dan)當作為的(de)激勵機制(zhi)(zhi),促進各級領(ling)(ling)導(dao)干(gan)部(bu)增(zeng)(zeng)強(qiang)(qiang)學(xue)習本(ben)(ben)領(ling)(ling)、政(zheng)治領(ling)(ling)導(dao)本(ben)(ben)領(ling)(ling)、改革(ge)創新(xin)本(ben)(ben)領(ling)(ling)、科學(xue)發展(zhan)本(ben)(ben)領(ling)(ling)、依法執(zhi)(zhi)(zhi)政(zheng)本(ben)(ben)領(ling)(ling)、群眾(zhong)工作本(ben)(ben)領(ling)(ling)、狠(hen)抓落實本(ben)(ben)領(ling)(ling)、駕馭風險本(ben)(ben)領(ling)(ling),發揚斗(dou)爭精(jing)神,增(zeng)(zeng)強(qiang)(qiang)斗(dou)爭本(ben)(ben)領(ling)(ling)。

  (六(liu))完善(shan)全(quan)(quan)(quan)(quan)面從嚴(yan)治(zhi)(zhi)(zhi)(zhi)(zhi)黨(dang)(dang)(dang)制(zhi)(zhi)度(du)。堅(jian)持黨(dang)(dang)(dang)要(yao)管(guan)黨(dang)(dang)(dang)、全(quan)(quan)(quan)(quan)面從嚴(yan)治(zhi)(zhi)(zhi)(zhi)(zhi)黨(dang)(dang)(dang),增(zeng)強憂患意識,不(bu)斷(duan)推(tui)進(jin)黨(dang)(dang)(dang)的(de)(de)(de)自我革(ge)命,永葆黨(dang)(dang)(dang)的(de)(de)(de)先進(jin)性和(he)純(chun)潔性。貫徹新時(shi)代黨(dang)(dang)(dang)的(de)(de)(de)建(jian)設(she)總(zong)要(yao)求,深化(hua)黨(dang)(dang)(dang)的(de)(de)(de)建(jian)設(she)制(zhi)(zhi)度(du)改革(ge),堅(jian)持依規(gui)治(zhi)(zhi)(zhi)(zhi)(zhi)黨(dang)(dang)(dang),建(jian)立(li)健(jian)全(quan)(quan)(quan)(quan)以黨(dang)(dang)(dang)的(de)(de)(de)政(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)建(jian)設(she)為統領,全(quan)(quan)(quan)(quan)面推(tui)進(jin)黨(dang)(dang)(dang)的(de)(de)(de)各方面建(jian)設(she)的(de)(de)(de)體制(zhi)(zhi)機制(zhi)(zhi)。堅(jian)持新時(shi)代黨(dang)(dang)(dang)的(de)(de)(de)組織路(lu)線,健(jian)全(quan)(quan)(quan)(quan)黨(dang)(dang)(dang)管(guan)干(gan)部、選賢任(ren)能制(zhi)(zhi)度(du)。規(gui)范黨(dang)(dang)(dang)內政(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)生活(huo),嚴(yan)明政(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)紀(ji)律和(he)政(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)規(gui)矩,發展積極健(jian)康的(de)(de)(de)黨(dang)(dang)(dang)內政(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)文化(hua),全(quan)(quan)(quan)(quan)面凈化(hua)黨(dang)(dang)(dang)內政(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)生態。完善(shan)和(he)落實全(quan)(quan)(quan)(quan)面從嚴(yan)治(zhi)(zhi)(zhi)(zhi)(zhi)黨(dang)(dang)(dang)責任(ren)制(zhi)(zhi)度(du)。堅(jian)決同一切影(ying)響黨(dang)(dang)(dang)的(de)(de)(de)先進(jin)性、弱化(hua)黨(dang)(dang)(dang)的(de)(de)(de)純(chun)潔性的(de)(de)(de)問(wen)題作(zuo)斗爭(zheng),大力糾治(zhi)(zhi)(zhi)(zhi)(zhi)形式(shi)主(zhu)(zhu)義(yi)、官僚主(zhu)(zhu)義(yi),不(bu)斷(duan)增(zeng)強黨(dang)(dang)(dang)的(de)(de)(de)創造力、凝(ning)聚力、戰斗力,確(que)保黨(dang)(dang)(dang)始終成為中國特色社(she)會主(zhu)(zhu)義(yi)事業的(de)(de)(de)堅(jian)強領導(dao)核心。

  三、堅持和完善人民當家作主制度體系,發展社會主義民主政治 

  我(wo)國是工人(ren)階級領導(dao)的(de)、以工農聯(lian)盟(meng)為(wei)基礎的(de)人(ren)民(min)(min)民(min)(min)主(zhu)專政的(de)社會(hui)主(zhu)義國家,國家的(de)一切權力屬于(yu)人(ren)民(min)(min)。必須(xu)堅持人(ren)民(min)(min)主(zhu)體(ti)地位,堅定不移走中國特色社會(hui)主(zhu)義政治(zhi)發展道路,健全民(min)(min)主(zhu)制度(du),豐(feng)富民(min)(min)主(zhu)形式,拓寬民(min)(min)主(zhu)渠道,依法實行民(min)(min)主(zhu)選(xuan)舉、民(min)(min)主(zhu)協商、民(min)(min)主(zhu)決策(ce)、民(min)(min)主(zhu)管(guan)理、民(min)(min)主(zhu)監(jian)督,使各(ge)方(fang)面(mian)制度(du)和國家治(zhi)理更好體(ti)現人(ren)民(min)(min)意志、保(bao)障人(ren)民(min)(min)權益、激發人(ren)民(min)(min)創(chuang)造,確保(bao)人(ren)民(min)(min)依法通過各(ge)種途徑(jing)和形式管(guan)理國家事(shi)務,管(guan)理經濟文化事(shi)業,管(guan)理社會(hui)事(shi)務。

  (二(er))堅持(chi)和(he)完(wan)(wan)善中(zhong)(zhong)(zhong)國共(gong)(gong)產黨(dang)(dang)(dang)(dang)領導的多黨(dang)(dang)(dang)(dang)合(he)作(zuo)和(he)政(zheng)(zheng)治(zhi)(zhi)協(xie)(xie)(xie)商(shang)(shang)制(zhi)(zhi)度(du)。貫徹長期共(gong)(gong)存、互(hu)相(xiang)監督(du)(du)(du)、肝膽相(xiang)照、榮辱與共(gong)(gong)的方(fang)針,加(jia)強中(zhong)(zhong)(zhong)國特色社會主義政(zheng)(zheng)黨(dang)(dang)(dang)(dang)制(zhi)(zhi)度(du)建設(she)(she),健全相(xiang)互(hu)監督(du)(du)(du)特別是中(zhong)(zhong)(zhong)國共(gong)(gong)產黨(dang)(dang)(dang)(dang)自覺接受(shou)監督(du)(du)(du)、對重(zhong)大決策部(bu)署貫徹落實情況實施專(zhuan)項監督(du)(du)(du)等機制(zhi)(zhi),完(wan)(wan)善民主黨(dang)(dang)(dang)(dang)派中(zhong)(zhong)(zhong)央直接向中(zhong)(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)(zhong)央提出建議(yi)制(zhi)(zhi)度(du),完(wan)(wan)善支持(chi)民主黨(dang)(dang)(dang)(dang)派和(he)無黨(dang)(dang)(dang)(dang)派人士履行職能(neng)方(fang)法,展現我國新(xin)型政(zheng)(zheng)黨(dang)(dang)(dang)(dang)制(zhi)(zhi)度(du)優(you)勢(shi)。發(fa)(fa)(fa)揮人民政(zheng)(zheng)協(xie)(xie)(xie)作(zuo)為政(zheng)(zheng)治(zhi)(zhi)組織和(he)民主形(xing)式(shi)的效能(neng),提高(gao)政(zheng)(zheng)治(zhi)(zhi)協(xie)(xie)(xie)商(shang)(shang)、民主監督(du)(du)(du)、參政(zheng)(zheng)議(yi)政(zheng)(zheng)水平,更(geng)好凝聚共(gong)(gong)識。完(wan)(wan)善人民政(zheng)(zheng)協(xie)(xie)(xie)專(zhuan)門協(xie)(xie)(xie)商(shang)(shang)機構制(zhi)(zhi)度(du),豐富協(xie)(xie)(xie)商(shang)(shang)形(xing)式(shi),健全協(xie)(xie)(xie)商(shang)(shang)規則,優(you)化界別設(she)(she)置,健全發(fa)(fa)(fa)揚民主和(he)增進(jin)團(tuan)結相(xiang)互(hu)貫通、建言資政(zheng)(zheng)和(he)凝聚共(gong)(gong)識雙向發(fa)(fa)(fa)力的程序機制(zhi)(zhi)。

  堅(jian)持社(she)會主(zhu)(zhu)義協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)民(min)主(zhu)(zhu)的獨特優(you)勢,統籌推進政黨(dang)協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)、人(ren)大協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)、政府協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)、政協(xie)(xie)(xie)(xie)協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)、人(ren)民(min)團體(ti)協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)、基層協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)以及社(she)會組(zu)織(zhi)協(xie)(xie)(xie)(xie)商(shang)(shang)(shang),構建程序合理、環(huan)節完整的協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)民(min)主(zhu)(zhu)體(ti)系,完善協(xie)(xie)(xie)(xie)商(shang)(shang)(shang)于決策之(zhi)前和決策實施之(zhi)中(zhong)的落實機制,豐(feng)富有(you)事(shi)好商(shang)(shang)(shang)量、眾(zhong)人(ren)的事(shi)情由(you)眾(zhong)人(ren)商(shang)(shang)(shang)量的制度化實踐。

  (三)鞏(gong)固(gu)和發展最(zui)(zui)廣(guang)泛(fan)的愛國統(tong)(tong)一戰線。堅(jian)持(chi)大統(tong)(tong)戰工(gong)(gong)作格局,堅(jian)持(chi)一致(zhi)性和多樣性統(tong)(tong)一,完善照顧同(tong)盟者利益政策(ce),做(zuo)好民族(zu)工(gong)(gong)作和宗(zong)(zong)教工(gong)(gong)作,健全黨(dang)外代表(biao)人士隊伍建設制度(du),凝聚港澳同(tong)胞(bao)(bao)、臺灣同(tong)胞(bao)(bao)、海(hai)外僑胞(bao)(bao)力量(liang),謀求(qiu)最(zui)(zui)大公約數,畫出(chu)最(zui)(zui)大同(tong)心圓,促進政黨(dang)關(guan)(guan)系、民族(zu)關(guan)(guan)系、宗(zong)(zong)教關(guan)(guan)系、階層關(guan)(guan)系、海(hai)內外同(tong)胞(bao)(bao)關(guan)(guan)系和諧。

  (一)健全保(bao)證(zheng)憲(xian)(xian)(xian)(xian)法(fa)(fa)(fa)(fa)全面(mian)實施的體制(zhi)(zhi)機(ji)制(zhi)(zhi)。依法(fa)(fa)(fa)(fa)治國(guo)首先要堅(jian)持依憲(xian)(xian)(xian)(xian)治國(guo),依法(fa)(fa)(fa)(fa)執(zhi)政首先要堅(jian)持依憲(xian)(xian)(xian)(xian)執(zhi)政。加(jia)(jia)強(qiang)憲(xian)(xian)(xian)(xian)法(fa)(fa)(fa)(fa)實施和監督,落實憲(xian)(xian)(xian)(xian)法(fa)(fa)(fa)(fa)解釋程序機(ji)制(zhi)(zhi),推進(jin)合(he)憲(xian)(xian)(xian)(xian)性審查工作(zuo),加(jia)(jia)強(qiang)備案審查制(zhi)(zhi)度和能力建設,依法(fa)(fa)(fa)(fa)撤銷(xiao)和糾正違(wei)憲(xian)(xian)(xian)(xian)違(wei)法(fa)(fa)(fa)(fa)的規(gui)范性文件。堅(jian)持憲(xian)(xian)(xian)(xian)法(fa)(fa)(fa)(fa)法(fa)(fa)(fa)(fa)律(lv)(lv)至上,健全法(fa)(fa)(fa)(fa)律(lv)(lv)面(mian)前(qian)人人平等保(bao)障機(ji)制(zhi)(zhi),維護國(guo)家法(fa)(fa)(fa)(fa)制(zhi)(zhi)統一、尊嚴、權威,一切違(wei)反憲(xian)(xian)(xian)(xian)法(fa)(fa)(fa)(fa)法(fa)(fa)(fa)(fa)律(lv)(lv)的行為都必須予以追究。

  (二)完善(shan)立法(fa)(fa)(fa)(fa)(fa)體(ti)制(zhi)機(ji)制(zhi)。堅持(chi)科學(xue)立法(fa)(fa)(fa)(fa)(fa)、民主立法(fa)(fa)(fa)(fa)(fa)、依法(fa)(fa)(fa)(fa)(fa)立法(fa)(fa)(fa)(fa)(fa),完善(shan)黨委領導、人大主導、政府依托、各方參與的(de)立法(fa)(fa)(fa)(fa)(fa)工作格局,立改廢釋并(bing)舉,不斷提(ti)高(gao)立法(fa)(fa)(fa)(fa)(fa)質量和效率。完善(shan)以憲(xian)法(fa)(fa)(fa)(fa)(fa)為核心的(de)中國(guo)特(te)色社會(hui)主義法(fa)(fa)(fa)(fa)(fa)律(lv)體(ti)系,加強重要領域(yu)立法(fa)(fa)(fa)(fa)(fa),加快我國(guo)法(fa)(fa)(fa)(fa)(fa)域(yu)外適用的(de)法(fa)(fa)(fa)(fa)(fa)律(lv)體(ti)系建(jian)設(she),以良法(fa)(fa)(fa)(fa)(fa)保(bao)障善(shan)治。

  (三)健全社會公(gong)平(ping)正(zheng)義法(fa)(fa)(fa)治保(bao)障制(zhi)(zhi)度。堅(jian)(jian)持法(fa)(fa)(fa)治建設為(wei)了人民(min)(min)、依靠人民(min)(min),加強人權法(fa)(fa)(fa)治保(bao)障,保(bao)證(zheng)人民(min)(min)依法(fa)(fa)(fa)享有(you)廣泛的權利(li)和(he)自(zi)由、承(cheng)擔應盡的義務,引導全體(ti)人民(min)(min)做社會主義法(fa)(fa)(fa)治的忠實崇尚(shang)者(zhe)、自(zi)覺遵守者(zhe)、堅(jian)(jian)定捍衛(wei)者(zhe)。堅(jian)(jian)持有(you)法(fa)(fa)(fa)必依、執(zhi)(zhi)法(fa)(fa)(fa)必嚴、違法(fa)(fa)(fa)必究,嚴格規范(fan)公(gong)正(zheng)文(wen)明執(zhi)(zhi)法(fa)(fa)(fa),規范(fan)執(zhi)(zhi)法(fa)(fa)(fa)自(zi)由裁量權,加大關系群眾(zhong)切身(shen)利(li)益的重點領域執(zhi)(zhi)法(fa)(fa)(fa)力(li)度。深(shen)化司(si)法(fa)(fa)(fa)體(ti)制(zhi)(zhi)綜合(he)配(pei)套改革,完善審判制(zhi)(zhi)度、檢察制(zhi)(zhi)度,全面落實司(si)法(fa)(fa)(fa)責任制(zhi)(zhi),完善律師制(zhi)(zhi)度,加強對(dui)司(si)法(fa)(fa)(fa)活動的監督(du),確保(bao)司(si)法(fa)(fa)(fa)公(gong)正(zheng)高效權威(wei),努力(li)讓人民(min)(min)群眾(zhong)在(zai)每一個司(si)法(fa)(fa)(fa)案件中感(gan)受到公(gong)平(ping)正(zheng)義。

  (四)加強對(dui)法(fa)(fa)(fa)律實(shi)施的監(jian)督。保(bao)(bao)證(zheng)行政(zheng)權(quan)(quan)、監(jian)察權(quan)(quan)、審(shen)判權(quan)(quan)、檢察權(quan)(quan)得到(dao)依法(fa)(fa)(fa)正確行使,保(bao)(bao)證(zheng)公(gong)民(min)、法(fa)(fa)(fa)人和其他組織合法(fa)(fa)(fa)權(quan)(quan)益得到(dao)切實(shi)保(bao)(bao)障,堅決排除(chu)對(dui)執法(fa)(fa)(fa)司法(fa)(fa)(fa)活(huo)動的干(gan)預。拓展公(gong)益訴(su)訟案件(jian)范(fan)圍(wei)。加大(da)(da)對(dui)嚴重違(wei)法(fa)(fa)(fa)行為處罰(fa)力(li)度(du)(du),實(shi)行懲罰(fa)性(xing)賠償制度(du)(du),嚴格刑(xing)事責任(ren)追究。加大(da)(da)全(quan)民(min)普法(fa)(fa)(fa)工作力(li)度(du)(du),增強全(quan)民(min)法(fa)(fa)(fa)治觀念,完善公(gong)共法(fa)(fa)(fa)律服務(wu)體系,夯實(shi)依法(fa)(fa)(fa)治國(guo)群眾基礎。各(ge)級(ji)黨和國(guo)家機關(guan)以及領(ling)導干(gan)部要帶頭尊法(fa)(fa)(fa)學(xue)法(fa)(fa)(fa)守法(fa)(fa)(fa)用法(fa)(fa)(fa),提高運用法(fa)(fa)(fa)治思維和法(fa)(fa)(fa)治方式(shi)深(shen)化(hua)改革、推(tui)動發展、化(hua)解矛盾、維護穩(wen)定、應對(dui)風險的能(neng)力(li)。

  五、堅持和完善中國特色社會主義行政體制,構建職責明確、依法行政的政府治理體系 

  國家(jia)行(xing)政(zheng)管理(li)承擔著按照(zhao)黨和(he)國家(jia)決策部署推(tui)動經濟社會(hui)發展(zhan)、管理(li)社會(hui)事務(wu)、服務(wu)人(ren)民(min)群(qun)眾的(de)重大(da)職責。必須堅持(chi)一切行(xing)政(zheng)機(ji)關為(wei)人(ren)民(min)服務(wu)、對人(ren)民(min)負責、受人(ren)民(min)監督,創新行(xing)政(zheng)方(fang)式,提高行(xing)政(zheng)效能,建(jian)設人(ren)民(min)滿(man)意的(de)服務(wu)型政(zheng)府。

  (一(yi)(yi))完善國家(jia)行(xing)(xing)政(zheng)(zheng)(zheng)體(ti)制(zhi)。以推(tui)進國家(jia)機構職能(neng)優(you)化協(xie)(xie)同高效為著力(li)點,優(you)化行(xing)(xing)政(zheng)(zheng)(zheng)決策(ce)、行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)行(xing)(xing)、行(xing)(xing)政(zheng)(zheng)(zheng)組(zu)織、行(xing)(xing)政(zheng)(zheng)(zheng)監(jian)督(du)體(ti)制(zhi)。健全(quan)部門(men)協(xie)(xie)調配合(he)(he)機制(zhi),防(fang)止政(zheng)(zheng)(zheng)出多(duo)門(men)、政(zheng)(zheng)(zheng)策(ce)效應相互抵(di)消。深(shen)化行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)法(fa)體(ti)制(zhi)改革,最大限度減少(shao)不必要(yao)的行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)法(fa)事項。進一(yi)(yi)步(bu)整合(he)(he)行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)法(fa)隊伍,繼(ji)續探(tan)索實行(xing)(xing)跨(kua)領域跨(kua)部門(men)綜(zong)合(he)(he)執(zhi)(zhi)法(fa),推(tui)動(dong)執(zhi)(zhi)法(fa)重心下移(yi),提(ti)高行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)法(fa)能(neng)力(li)水平。落(luo)實行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)法(fa)責任制(zhi)和(he)責任追究制(zhi)度。創(chuang)新(xin)行(xing)(xing)政(zheng)(zheng)(zheng)管理(li)和(he)服(fu)務(wu)(wu)方(fang)式,加快推(tui)進全(quan)國一(yi)(yi)體(ti)化政(zheng)(zheng)(zheng)務(wu)(wu)服(fu)務(wu)(wu)平臺建設(she),健全(quan)強有力(li)的行(xing)(xing)政(zheng)(zheng)(zheng)執(zhi)(zhi)行(xing)(xing)系統,提(ti)高政(zheng)(zheng)(zheng)府(fu)執(zhi)(zhi)行(xing)(xing)力(li)和(he)公(gong)信力(li)。

  (二)優(you)化政(zheng)府(fu)(fu)職(zhi)責體(ti)系(xi)。完善(shan)政(zheng)府(fu)(fu)經濟調節、市場(chang)(chang)(chang)監(jian)(jian)(jian)管(guan)、社(she)會(hui)管(guan)理、公共(gong)服(fu)務、生態環境保護(hu)等(deng)職(zhi)能,實行(xing)(xing)政(zheng)府(fu)(fu)權責清單制度(du),厘清政(zheng)府(fu)(fu)和(he)(he)市場(chang)(chang)(chang)、政(zheng)府(fu)(fu)和(he)(he)社(she)會(hui)關系(xi)。深(shen)入推(tui)(tui)進(jin)簡政(zheng)放權、放管(guan)結(jie)合、優(you)化服(fu)務,深(shen)化行(xing)(xing)政(zheng)審批制度(du)改(gai)革,改(gai)善(shan)營商環境,激發各類市場(chang)(chang)(chang)主(zhu)體(ti)活力(li)。健(jian)全以國家(jia)發展規劃為戰略導向,以財政(zheng)政(zheng)策和(he)(he)貨幣政(zheng)策為主(zhu)要手段,就(jiu)業(ye)、產業(ye)、投資、消(xiao)費(fei)、區域等(deng)政(zheng)策協(xie)同發力(li)的宏觀調控制度(du)體(ti)系(xi)。完善(shan)國家(jia)重(zhong)大發展戰略和(he)(he)中長(chang)期經濟社(she)會(hui)發展規劃制度(du)。完善(shan)標準科(ke)學(xue)、規范透(tou)明、約束有力(li)的預算制度(du)。建(jian)(jian)設現代中央(yang)銀行(xing)(xing)制度(du),完善(shan)基(ji)礎貨幣投放機(ji)制,健(jian)全基(ji)準利(li)率和(he)(he)市場(chang)(chang)(chang)化利(li)率體(ti)系(xi)。嚴格(ge)市場(chang)(chang)(chang)監(jian)(jian)(jian)管(guan)、質量監(jian)(jian)(jian)管(guan)、安(an)全監(jian)(jian)(jian)管(guan),加(jia)強(qiang)(qiang)違法懲戒。完善(shan)公共(gong)服(fu)務體(ti)系(xi),推(tui)(tui)進(jin)基(ji)本(ben)公共(gong)服(fu)務均等(deng)化、可及(ji)性。建(jian)(jian)立健(jian)全運用互聯(lian)網、大數據、人工智(zhi)能等(deng)技(ji)術手段進(jin)行(xing)(xing)行(xing)(xing)政(zheng)管(guan)理的制度(du)規則。推(tui)(tui)進(jin)數字政(zheng)府(fu)(fu)建(jian)(jian)設,加(jia)強(qiang)(qiang)數據有序共(gong)享(xiang),依(yi)法保護(hu)個(ge)人信息。

  (三)優(you)(you)化(hua)(hua)政(zheng)府組織結(jie)構(gou)。推進機構(gou)、職能(neng)(neng)、權限、程序(xu)、責任法(fa)定化(hua)(hua),使(shi)政(zheng)府機構(gou)設置更(geng)加科學、職能(neng)(neng)更(geng)加優(you)(you)化(hua)(hua)、權責更(geng)加協同。嚴格機構(gou)編制管(guan)理,統(tong)籌利(li)用行(xing)政(zheng)管(guan)理資源(yuan),節約行(xing)政(zheng)成(cheng)本。優(you)(you)化(hua)(hua)行(xing)政(zheng)區(qu)劃設置,提高(gao)中心城市和城市群(qun)綜合(he)承(cheng)載和資源(yuan)優(you)(you)化(hua)(hua)配置能(neng)(neng)力(li),實行(xing)扁平化(hua)(hua)管(guan)理,形(xing)成(cheng)高(gao)效率組織體系(xi)。

  (四)健全充分(fen)發揮中央和地(di)(di)方(fang)兩個積極(ji)性體(ti)(ti)制(zhi)機制(zhi)。理(li)(li)(li)順(shun)中央和地(di)(di)方(fang)權責關系,加(jia)強中央宏觀事(shi)(shi)務管理(li)(li)(li),維護(hu)國家法制(zhi)統(tong)一(yi)、政令統(tong)一(yi)、市場統(tong)一(yi)。適(shi)當加(jia)強中央在知識產(chan)權保護(hu)、養老保險、跨區(qu)域(yu)生(sheng)態環境保護(hu)等方(fang)面事(shi)(shi)權,減少并規范(fan)中央和地(di)(di)方(fang)共同事(shi)(shi)權。賦予地(di)(di)方(fang)更多自主權,支(zhi)持地(di)(di)方(fang)創造性開展工作(zuo)(zuo)。按(an)照(zhao)權責一(yi)致原則(ze),規范(fan)垂直管理(li)(li)(li)體(ti)(ti)制(zhi)和地(di)(di)方(fang)分(fen)級管理(li)(li)(li)體(ti)(ti)制(zhi)。優化政府間事(shi)(shi)權和財權劃分(fen),建(jian)立權責清(qing)晰、財力(li)(li)協調(diao)、區(qu)域(yu)均衡的中央和地(di)(di)方(fang)財政關系,形(xing)成穩定(ding)的各級政府事(shi)(shi)權、支(zhi)出責任(ren)和財力(li)(li)相適(shi)應(ying)的制(zhi)度。構建(jian)從中央到地(di)(di)方(fang)權責清(qing)晰、運行(xing)順(shun)暢、充滿活力(li)(li)的工作(zuo)(zuo)體(ti)(ti)系。

  六、堅持和完善社會主義基本經濟制度,推動經濟高質量發展 

  公有制(zhi)(zhi)為(wei)主(zhu)(zhu)(zhu)體(ti)、多(duo)種所(suo)有制(zhi)(zhi)經濟(ji)(ji)(ji)共(gong)同發展,按勞分配為(wei)主(zhu)(zhu)(zhu)體(ti)、多(duo)種分配方式并(bing)存,社(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)市場經濟(ji)(ji)(ji)體(ti)制(zhi)(zhi)等社(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)基本經濟(ji)(ji)(ji)制(zhi)(zhi)度(du),既體(ti)現(xian)(xian)了社(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)制(zhi)(zhi)度(du)優越性(xing)(xing),又同我國社(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)初級(ji)階段社(she)會(hui)(hui)生產力(li)發展水平(ping)相適應(ying),是(shi)黨和人民的偉大(da)創造。必須(xu)堅持(chi)社(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)基本經濟(ji)(ji)(ji)制(zhi)(zhi)度(du),充(chong)分發揮市場在資源配置中的決定性(xing)(xing)作(zuo)用,更好發揮政(zheng)府作(zuo)用,全面(mian)貫徹(che)新發展理念,堅持(chi)以供給側結構性(xing)(xing)改革為(wei)主(zhu)(zhu)(zhu)線,加快建(jian)設現(xian)(xian)代化經濟(ji)(ji)(ji)體(ti)系。

  九、堅持和完善共建共治共享的社會治理制度,保持社會穩定、維護國家安全 

  社(she)會治(zhi)理是國(guo)家治(zhi)理的重(zhong)要(yao)方面。必須(xu)加強和創新社(she)會治(zhi)理,完善黨(dang)委(wei)領導(dao)、政府(fu)負(fu)責、民主協商、社(she)會協同(tong)、公眾參與、法(fa)治(zhi)保(bao)障、科技支撐的社(she)會治(zhi)理體系,建設人人有(you)責、人人盡責、人人享有(you)的社(she)會治(zhi)理共同(tong)體,確(que)保(bao)人民安居樂業、社(she)會安定有(you)序,建設更高水平的平安中國(guo)。

  (五)完善國家安(an)(an)(an)全(quan)(quan)(quan)體系。堅(jian)持總體國家安(an)(an)(an)全(quan)(quan)(quan)觀,統(tong)(tong)籌發展(zhan)和(he)安(an)(an)(an)全(quan)(quan)(quan),堅(jian)持人(ren)民(min)安(an)(an)(an)全(quan)(quan)(quan)、政治(zhi)安(an)(an)(an)全(quan)(quan)(quan)、國家利益至上有機統(tong)(tong)一。以(yi)人(ren)民(min)安(an)(an)(an)全(quan)(quan)(quan)為(wei)宗旨,以(yi)政治(zhi)安(an)(an)(an)全(quan)(quan)(quan)為(wei)根本(ben),以(yi)經濟(ji)安(an)(an)(an)全(quan)(quan)(quan)為(wei)基礎(chu),以(yi)軍事、科技、文(wen)化、社會(hui)安(an)(an)(an)全(quan)(quan)(quan)為(wei)保障,健(jian)全(quan)(quan)(quan)國家安(an)(an)(an)全(quan)(quan)(quan)體系,增(zeng)(zeng)強(qiang)國家安(an)(an)(an)全(quan)(quan)(quan)能(neng)力。完善集中統(tong)(tong)一、高(gao)(gao)效權威的(de)國家安(an)(an)(an)全(quan)(quan)(quan)領導體制(zhi),健(jian)全(quan)(quan)(quan)國家安(an)(an)(an)全(quan)(quan)(quan)法(fa)律制(zhi)度體系。加強(qiang)國家安(an)(an)(an)全(quan)(quan)(quan)人(ren)民(min)防(fang)線建設,增(zeng)(zeng)強(qiang)全(quan)(quan)(quan)民(min)國家安(an)(an)(an)全(quan)(quan)(quan)意識,建立(li)健(jian)全(quan)(quan)(quan)國家安(an)(an)(an)全(quan)(quan)(quan)風險(xian)研判、防(fang)控協同(tong)、防(fang)范化解機制(zhi)。提(ti)高(gao)(gao)防(fang)范抵御(yu)國家安(an)(an)(an)全(quan)(quan)(quan)風險(xian)能(neng)力,高(gao)(gao)度警(jing)惕、堅(jian)決防(fang)范和(he)嚴(yan)厲打擊敵對勢力滲透、破(po)壞(huai)、顛覆(fu)、分裂(lie)活動(dong)。

  十、堅持和完善生態文明制度體系,促進人與自然和諧共生 

  生態(tai)文明(ming)建(jian)設是關系中華民族永續(xu)發展(zhan)(zhan)的(de)千年(nian)大計(ji)。必須(xu)踐(jian)行(xing)綠水青山就是金山銀山的(de)理念,堅(jian)持節(jie)約(yue)資源(yuan)和保護環(huan)境的(de)基本國(guo)策,堅(jian)持節(jie)約(yue)優先、保護優先、自然恢復為(wei)主(zhu)的(de)方(fang)針,堅(jian)定走生產發展(zhan)(zhan)、生活富裕(yu)、生態(tai)良好的(de)文明(ming)發展(zhan)(zhan)道路,建(jian)設美麗中國(guo)。

  (一)實行最嚴格的生(sheng)態(tai)環境保(bao)(bao)護(hu)制(zhi)度。堅(jian)持人與自(zi)然(ran)和(he)諧共生(sheng),堅(jian)守尊重(zhong)自(zi)然(ran)、順應自(zi)然(ran)、保(bao)(bao)護(hu)自(zi)然(ran),健全源頭預防、過程控(kong)制(zhi)、損害賠償(chang)、責任追究的生(sheng)態(tai)環境保(bao)(bao)護(hu)體系(xi)。加快建(jian)立健全國土空間(jian)規劃和(he)用(yong)途(tu)統籌(chou)協調管控(kong)制(zhi)度,統籌(chou)劃定(ding)落(luo)實生(sheng)態(tai)保(bao)(bao)護(hu)紅(hong)線(xian)、永久基(ji)本農(nong)田、城鎮開發(fa)邊界等空間(jian)管控(kong)邊界以(yi)及各類海域(yu)保(bao)(bao)護(hu)線(xian),完善(shan)主體功能區制(zhi)度。完善(shan)綠色(se)(se)生(sheng)產和(he)消費的法(fa)律制(zhi)度和(he)政策導向,發(fa)展(zhan)綠色(se)(se)金(jin)融,推(tui)(tui)進市場(chang)導向的綠色(se)(se)技術創新(xin),更加自(zi)覺地推(tui)(tui)動(dong)綠色(se)(se)循環低碳發(fa)展(zhan)。構建(jian)以(yi)排污(wu)許(xu)可制(zhi)為核(he)心的固定(ding)污(wu)染源監管制(zhi)度體系(xi),完善(shan)污(wu)染防治(zhi)區域(yu)聯動(dong)機制(zhi)和(he)陸海統籌(chou)的生(sheng)態(tai)環境治(zhi)理體系(xi)。加強農(nong)業農(nong)村環境污(wu)染防治(zhi)。完善(shan)生(sheng)態(tai)環境保(bao)(bao)護(hu)法(fa)律體系(xi)和(he)執法(fa)司法(fa)制(zhi)度。

  (三)健全(quan)(quan)生(sheng)態(tai)(tai)保(bao)護(hu)(hu)(hu)和修復(fu)制度。統(tong)籌山水林田湖(hu)草一體(ti)化保(bao)護(hu)(hu)(hu)和修復(fu),加(jia)(jia)(jia)強森林、草原、河(he)流(liu)、湖(hu)泊(bo)、濕地、海洋等自然生(sheng)態(tai)(tai)保(bao)護(hu)(hu)(hu)。加(jia)(jia)(jia)強對重要生(sheng)態(tai)(tai)系統(tong)的保(bao)護(hu)(hu)(hu)和永續利用(yong),構建以國家公園為主(zhu)體(ti)的自然保(bao)護(hu)(hu)(hu)地體(ti)系,健全(quan)(quan)國家公園保(bao)護(hu)(hu)(hu)制度。加(jia)(jia)(jia)強長江(jiang)、黃河(he)等大(da)(da)(da)江(jiang)大(da)(da)(da)河(he)生(sheng)態(tai)(tai)保(bao)護(hu)(hu)(hu)和系統(tong)治理。開展大(da)(da)(da)規模國土(tu)(tu)綠化行(xing)動(dong),加(jia)(jia)(jia)快水土(tu)(tu)流(liu)失(shi)和荒漠化、石漠化綜合治理,保(bao)護(hu)(hu)(hu)生(sheng)物多樣性,筑牢生(sheng)態(tai)(tai)安全(quan)(quan)屏(ping)障。除國家重大(da)(da)(da)項目外,全(quan)(quan)面禁止圍填海。

  十一、堅持和完善黨對人民軍隊的絕對領導制度,確保人民軍隊忠實履行新時代使命任務 

  人(ren)民軍(jun)(jun)(jun)隊(dui)是中(zhong)(zhong)國(guo)特(te)色社會(hui)主義的堅強柱石,黨(dang)對人(ren)民軍(jun)(jun)(jun)隊(dui)的絕對領導是人(ren)民軍(jun)(jun)(jun)隊(dui)的建(jian)軍(jun)(jun)(jun)之本、強軍(jun)(jun)(jun)之魂(hun)。必須牢固確立習近平強軍(jun)(jun)(jun)思想在國(guo)防和(he)軍(jun)(jun)(jun)隊(dui)建(jian)設中(zhong)(zhong)的指導地位(wei),鞏固和(he)拓展深化國(guo)防和(he)軍(jun)(jun)(jun)隊(dui)改(gai)革成果,構建(jian)中(zhong)(zhong)國(guo)特(te)色社會(hui)主義軍(jun)(jun)(jun)事政(zheng)策(ce)制度體(ti)系(xi),全面(mian)推(tui)進國(guo)防和(he)軍(jun)(jun)(jun)隊(dui)現代化,確保實現黨(dang)在新時代的強軍(jun)(jun)(jun)目標,把人(ren)民軍(jun)(jun)(jun)隊(dui)全面(mian)建(jian)成世界一流軍(jun)(jun)(jun)隊(dui),永(yong)葆人(ren)民軍(jun)(jun)(jun)隊(dui)的性(xing)質、宗(zong)旨、本色。

  (一)堅(jian)持(chi)人民(min)軍(jun)隊最高領(ling)導(dao)權(quan)和指(zhi)揮權(quan)屬(shu)于黨中(zhong)(zhong)央(yang)。中(zhong)(zhong)央(yang)軍(jun)委(wei)(wei)實(shi)行主(zhu)席(xi)負責制(zhi)是堅(jian)持(chi)黨對人民(min)軍(jun)隊絕對領(ling)導(dao)的(de)(de)根本實(shi)現形式。堅(jian)持(chi)全國武裝力(li)量由軍(jun)委(wei)(wei)主(zhu)席(xi)統一領(ling)導(dao)和指(zhi)揮,完善貫徹軍(jun)委(wei)(wei)主(zhu)席(xi)負責制(zhi)的(de)(de)體制(zhi)機制(zhi),嚴(yan)格落實(shi)軍(jun)委(wei)(wei)主(zhu)席(xi)負責制(zhi)各(ge)項制(zhi)度(du)規定。嚴(yan)明政(zheng)治紀律和政(zheng)治規矩,堅(jian)決維(wei)護黨中(zhong)(zhong)央(yang)、中(zhong)(zhong)央(yang)軍(jun)委(wei)(wei)權(quan)威,確保政(zheng)令軍(jun)令暢通。

  (二)健全人(ren)民軍(jun)隊(dui)黨(dang)(dang)(dang)(dang)的(de)建(jian)(jian)設制(zhi)度(du)體(ti)系(xi)。全面貫徹政(zheng)治(zhi)建(jian)(jian)軍(jun)各項要(yao)求,突出抓(zhua)好(hao)軍(jun)魂培育,發揚優良傳統,傳承(cheng)紅色基因,堅(jian)決抵制(zhi)“軍(jun)隊(dui)非黨(dang)(dang)(dang)(dang)化、非政(zheng)治(zhi)化”和“軍(jun)隊(dui)國家化”等錯誤政(zheng)治(zhi)觀點。堅(jian)持(chi)黨(dang)(dang)(dang)(dang)委制(zhi)、政(zheng)治(zhi)委員制(zhi)、政(zheng)治(zhi)機(ji)關制(zhi),堅(jian)持(chi)黨(dang)(dang)(dang)(dang)委統一的(de)集(ji)體(ti)領導(dao)下的(de)首長分工(gong)負責制(zhi),堅(jian)持(chi)支(zhi)部建(jian)(jian)在連上,完善(shan)黨(dang)(dang)(dang)(dang)領導(dao)軍(jun)隊(dui)的(de)組(zu)織(zhi)(zhi)體(ti)系(xi)。建(jian)(jian)設堅(jian)強(qiang)有力的(de)黨(dang)(dang)(dang)(dang)組(zu)織(zhi)(zhi)和高素質(zhi)專(zhuan)業化干部隊(dui)伍,確(que)保槍桿子永遠掌握在忠于黨(dang)(dang)(dang)(dang)的(de)可(ke)靠的(de)人(ren)手中。

  十二、堅持和完善“一國兩制”制度體系,推進祖國和平統一 

  “一(yi)(yi)(yi)國(guo)兩制(zhi)”是黨(dang)領(ling)導(dao)人民(min)實現祖國(guo)和(he)平統(tong)一(yi)(yi)(yi)的(de)(de)一(yi)(yi)(yi)項(xiang)重(zhong)要制(zhi)度,是中國(guo)特(te)色社會主義的(de)(de)一(yi)(yi)(yi)個偉大創舉。必須(xu)堅持“一(yi)(yi)(yi)國(guo)”是實行(xing)“兩制(zhi)”的(de)(de)前提和(he)基(ji)(ji)礎,“兩制(zhi)”從屬(shu)和(he)派生(sheng)于“一(yi)(yi)(yi)國(guo)”并統(tong)一(yi)(yi)(yi)于“一(yi)(yi)(yi)國(guo)”之內。嚴(yan)格依照憲法和(he)基(ji)(ji)本法對香港特(te)別行(xing)政區(qu)、澳門特(te)別行(xing)政區(qu)實行(xing)管治,堅定維護國(guo)家主權(quan)、安全、發展利(li)益,維護香港、澳門長期繁榮穩(wen)定,絕不容(rong)忍任何挑(tiao)戰“一(yi)(yi)(yi)國(guo)兩制(zhi)”底線(xian)的(de)(de)行(xing)為(wei),絕不容(rong)忍任何分裂國(guo)家的(de)(de)行(xing)為(wei)。

  (一)全面(mian)準(zhun)確貫徹“一國(guo)(guo)兩(liang)制(zhi)(zhi)”、“港(gang)(gang)人治港(gang)(gang)”、“澳(ao)人治澳(ao)”、高度自(zi)治的方針(zhen)。堅(jian)持(chi)依(yi)法(fa)治港(gang)(gang)治澳(ao),維(wei)護憲法(fa)和(he)(he)(he)(he)基本法(fa)確定的憲制(zhi)(zhi)秩(zhi)序,把堅(jian)持(chi)“一國(guo)(guo)”原則和(he)(he)(he)(he)尊重“兩(liang)制(zhi)(zhi)”差(cha)異、維(wei)護中央對特(te)別(bie)(bie)行(xing)政(zheng)區全面(mian)管治權(quan)(quan)和(he)(he)(he)(he)保障特(te)別(bie)(bie)行(xing)政(zheng)區高度自(zi)治權(quan)(quan)、發揮祖國(guo)(guo)內地堅(jian)強后盾作用和(he)(he)(he)(he)提高特(te)別(bie)(bie)行(xing)政(zheng)區自(zi)身競爭力結合起來。完善特(te)別(bie)(bie)行(xing)政(zheng)區同憲法(fa)和(he)(he)(he)(he)基本法(fa)實施相關的制(zhi)(zhi)度和(he)(he)(he)(he)機制(zhi)(zhi),堅(jian)持(chi)以愛國(guo)(guo)者為主體的“港(gang)(gang)人治港(gang)(gang)”、“澳(ao)人治澳(ao)”,提高特(te)別(bie)(bie)行(xing)政(zheng)區依(yi)法(fa)治理能力和(he)(he)(he)(he)水平。

  (二)健(jian)(jian)全(quan)(quan)中(zhong)(zhong)(zhong)央依(yi)照憲(xian)法(fa)(fa)(fa)和(he)基(ji)本(ben)(ben)法(fa)(fa)(fa)對(dui)特(te)(te)(te)別行(xing)(xing)政(zheng)(zheng)區行(xing)(xing)使全(quan)(quan)面管(guan)治(zhi)權的(de)制(zhi)度(du)(du)。完(wan)善中(zhong)(zhong)(zhong)央對(dui)特(te)(te)(te)別行(xing)(xing)政(zheng)(zheng)區行(xing)(xing)政(zheng)(zheng)長官和(he)主(zhu)要(yao)官員的(de)任免制(zhi)度(du)(du)和(he)機(ji)制(zhi)、全(quan)(quan)國(guo)(guo)人大常委會(hui)對(dui)基(ji)本(ben)(ben)法(fa)(fa)(fa)的(de)解(jie)釋制(zhi)度(du)(du),依(yi)法(fa)(fa)(fa)行(xing)(xing)使憲(xian)法(fa)(fa)(fa)和(he)基(ji)本(ben)(ben)法(fa)(fa)(fa)賦予中(zhong)(zhong)(zhong)央的(de)各項權力。建立健(jian)(jian)全(quan)(quan)特(te)(te)(te)別行(xing)(xing)政(zheng)(zheng)區維護國(guo)(guo)家安(an)全(quan)(quan)的(de)法(fa)(fa)(fa)律制(zhi)度(du)(du)和(he)執行(xing)(xing)機(ji)制(zhi),支(zhi)持(chi)特(te)(te)(te)別行(xing)(xing)政(zheng)(zheng)區強(qiang)化執法(fa)(fa)(fa)力量。健(jian)(jian)全(quan)(quan)特(te)(te)(te)別行(xing)(xing)政(zheng)(zheng)區行(xing)(xing)政(zheng)(zheng)長官對(dui)中(zhong)(zhong)(zhong)央政(zheng)(zheng)府負(fu)責的(de)制(zhi)度(du)(du),支(zhi)持(chi)行(xing)(xing)政(zheng)(zheng)長官和(he)特(te)(te)(te)別行(xing)(xing)政(zheng)(zheng)區政(zheng)(zheng)府依(yi)法(fa)(fa)(fa)施政(zheng)(zheng)。完(wan)善香(xiang)港(gang)(gang)(gang)、澳門(men)融(rong)入(ru)國(guo)(guo)家發展(zhan)大局、同內地優(you)勢互補(bu)、協同發展(zhan)機(ji)制(zhi),推進(jin)粵港(gang)(gang)(gang)澳大灣區建設,支(zhi)持(chi)香(xiang)港(gang)(gang)(gang)、澳門(men)發展(zhan)經濟(ji)、改善民(min)生,著力解(jie)決影(ying)響(xiang)社會(hui)穩定(ding)和(he)長遠發展(zhan)的(de)深層次(ci)矛盾和(he)問題。加強(qiang)對(dui)香(xiang)港(gang)(gang)(gang)、澳門(men)社會(hui)特(te)(te)(te)別是公職人員和(he)青少年(nian)的(de)憲(xian)法(fa)(fa)(fa)和(he)基(ji)本(ben)(ben)法(fa)(fa)(fa)教(jiao)育、國(guo)(guo)情教(jiao)育、中(zhong)(zhong)(zhong)國(guo)(guo)歷(li)史和(he)中(zhong)(zhong)(zhong)華文化教(jiao)育,增強(qiang)香(xiang)港(gang)(gang)(gang)、澳門(men)同胞國(guo)(guo)家意識和(he)愛國(guo)(guo)精(jing)神。堅(jian)決防范(fan)和(he)遏制(zhi)外部勢力干預港(gang)(gang)(gang)澳事務和(he)進(jin)行(xing)(xing)分裂、顛覆、滲透、破壞活動,確(que)保香(xiang)港(gang)(gang)(gang)、澳門(men)長治(zhi)久(jiu)安(an)。

  (三)堅定推(tui)(tui)進祖國(guo)和(he)平(ping)(ping)統(tong)一(yi)進程。解決臺(tai)(tai)灣(wan)(wan)(wan)問題、實現(xian)祖國(guo)完全(quan)統(tong)一(yi),是全(quan)體(ti)中華兒女共同(tong)(tong)愿(yuan)望,是中華民族(zu)根本利(li)益(yi)所(suo)在(zai)。推(tui)(tui)動兩岸(an)就和(he)平(ping)(ping)發展達(da)成制度(du)性安排(pai)。完善(shan)促進兩岸(an)交流(liu)合(he)作、深(shen)化(hua)兩岸(an)融合(he)發展、保(bao)障臺(tai)(tai)灣(wan)(wan)(wan)同(tong)(tong)胞福祉的(de)(de)制度(du)安排(pai)和(he)政策措施,團結廣大臺(tai)(tai)灣(wan)(wan)(wan)同(tong)(tong)胞共同(tong)(tong)反對“臺(tai)(tai)獨(du)”、促進統(tong)一(yi)。在(zai)確保(bao)國(guo)家(jia)主權、安全(quan)、發展利(li)益(yi)的(de)(de)前提(ti)下,和(he)平(ping)(ping)統(tong)一(yi)后,臺(tai)(tai)灣(wan)(wan)(wan)同(tong)(tong)胞的(de)(de)社(she)會(hui)制度(du)和(he)生活方式將(jiang)得到充分(fen)尊(zun)重,臺(tai)(tai)灣(wan)(wan)(wan)同(tong)(tong)胞的(de)(de)私人財產、宗教信仰、合(he)法權益(yi)將(jiang)得到充分(fen)保(bao)障。

  十三、堅持和完善獨立自主的和平外交政策,推動構建人類命運共同體 

  推動(dong)黨和國家事業發(fa)(fa)展(zhan)(zhan)需要和平國際(ji)(ji)環境和良好外(wai)部條件。必須統(tong)籌國內(nei)國際(ji)(ji)兩(liang)個(ge)大(da)局,高舉和平、發(fa)(fa)展(zhan)(zhan)、合作(zuo)、共贏旗幟,堅定不移(yi)維護(hu)國家主權(quan)、安全、發(fa)(fa)展(zhan)(zhan)利(li)益(yi),堅定不移(yi)維護(hu)世界和平、促(cu)進共同發(fa)(fa)展(zhan)(zhan)。

  (一)健(jian)全(quan)黨對外(wai)(wai)(wai)(wai)(wai)事工(gong)(gong)作(zuo)領導體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)。堅持外(wai)(wai)(wai)(wai)(wai)交(jiao)大(da)權在黨中央,加強中國特(te)色大(da)國外(wai)(wai)(wai)(wai)(wai)交(jiao)理論建(jian)(jian)設,全(quan)面貫(guan)徹黨中央外(wai)(wai)(wai)(wai)(wai)交(jiao)大(da)政(zheng)方(fang)針(zhen)和(he)戰略部署。深入推進涉(she)外(wai)(wai)(wai)(wai)(wai)體制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)建(jian)(jian)設,統籌協(xie)調(diao)黨、人大(da)、政(zheng)府、政(zheng)協(xie)、軍隊(dui)、地方(fang)、人民團體等的對外(wai)(wai)(wai)(wai)(wai)交(jiao)往,加強黨總攬全(quan)局、協(xie)調(diao)各方(fang)的對外(wai)(wai)(wai)(wai)(wai)工(gong)(gong)作(zuo)大(da)協(xie)同格(ge)局。加強涉(she)外(wai)(wai)(wai)(wai)(wai)法治工(gong)(gong)作(zuo),建(jian)(jian)立涉(she)外(wai)(wai)(wai)(wai)(wai)工(gong)(gong)作(zuo)法務制(zhi)(zhi)(zhi)度,加強國際法研究和(he)運用,提高涉(she)外(wai)(wai)(wai)(wai)(wai)工(gong)(gong)作(zuo)法治化水平。

  (二)完善(shan)全(quan)方位外交布局(ju)。堅定(ding)(ding)不移走和(he)平(ping)發展道路,堅持(chi)在和(he)平(ping)共處五項(xiang)原則基(ji)礎(chu)上(shang)全(quan)面發展同(tong)各國的(de)(de)友(you)好合作,堅持(chi)國家不分大(da)小、強弱(ruo)、貧富一律平(ping)等(deng),推(tui)動建設相互(hu)尊(zun)重、公平(ping)正義、合作共贏的(de)(de)新型(xing)國際關(guan)系,積極發展全(quan)球伙伴關(guan)系,維(wei)護(hu)(hu)全(quan)球戰略(lve)穩(wen)定(ding)(ding),反(fan)對(dui)一切形式的(de)(de)霸(ba)權主義和(he)強權政治(zhi)。堅持(chi)通(tong)過對(dui)話協商、以和(he)平(ping)手段(duan)解決國際爭端和(he)熱點難(nan)點問題,反(fan)對(dui)動輒使用武力(li)(li)或以武力(li)(li)相威脅。堅持(chi)奉行防御(yu)性的(de)(de)國防政策,永遠不稱(cheng)霸(ba),永遠不搞擴張,永遠做維(wei)護(hu)(hu)世界和(he)平(ping)的(de)(de)堅定(ding)(ding)力(li)(li)量(liang)。

  (三)推(tui)進合作共(gong)贏的開(kai)放體(ti)(ti)系建設(she)。堅持互(hu)利共(gong)贏的開(kai)放戰略,推(tui)動共(gong)建“一帶一路”高(gao)(gao)質(zhi)量發(fa)展(zhan),維護完善多邊貿易體(ti)(ti)制,推(tui)動貿易和投資自由化便利化,推(tui)動構建面向全球的高(gao)(gao)標準自由貿易區網絡,支持廣大發(fa)展(zhan)中國家(jia)提高(gao)(gao)自主發(fa)展(zhan)能力,推(tui)動解決(jue)全球發(fa)展(zhan)失衡、數(shu)字鴻溝(gou)等問題,推(tui)動建設(she)開(kai)放型世(shi)界經濟。健全對外(wai)開(kai)放安全保(bao)(bao)(bao)障(zhang)體(ti)(ti)系。構建海外(wai)利益(yi)保(bao)(bao)(bao)護和風險預警(jing)防范體(ti)(ti)系,完善領事保(bao)(bao)(bao)護工作機(ji)制,維護海外(wai)同胞安全和正當權益(yi),保(bao)(bao)(bao)障(zhang)重大項目(mu)和人員機(ji)構安全。

  (四(si))積極參與全(quan)球(qiu)治理(li)體(ti)(ti)系改革和建設。高舉構建人(ren)類(lei)命運共(gong)(gong)同體(ti)(ti)旗幟,秉持共(gong)(gong)商共(gong)(gong)建共(gong)(gong)享的全(quan)球(qiu)治理(li)觀,倡導多邊主義(yi)和國(guo)(guo)(guo)際關系民主化(hua),推(tui)(tui)(tui)動(dong)全(quan)球(qiu)經濟(ji)治理(li)機制(zhi)變(bian)革。推(tui)(tui)(tui)動(dong)在共(gong)(gong)同但有區別的責任(ren)、公平(ping)、各自(zi)能(neng)力等原則基礎上開展(zhan)應(ying)對氣(qi)候變(bian)化(hua)國(guo)(guo)(guo)際合(he)作(zuo)(zuo)。維護聯合(he)國(guo)(guo)(guo)在全(quan)球(qiu)治理(li)中的核心地位(wei),支(zhi)持上海(hai)合(he)作(zuo)(zuo)組織、金磚國(guo)(guo)(guo)家、二(er)十國(guo)(guo)(guo)集(ji)團等平(ping)臺機制(zhi)化(hua)建設,推(tui)(tui)(tui)動(dong)構建更加公正合(he)理(li)的國(guo)(guo)(guo)際治理(li)體(ti)(ti)系。

  十四、堅持和完善黨和國家監督體系,強化對權力運行的制約和監督 

  黨(dang)(dang)和國家監(jian)督(du)體系(xi)是黨(dang)(dang)在(zai)長期執政條件下實現(xian)自(zi)(zi)我(wo)凈化、自(zi)(zi)我(wo)完善、自(zi)(zi)我(wo)革新、自(zi)(zi)我(wo)提高(gao)的重要(yao)制(zhi)(zhi)度保障(zhang)。必須健全黨(dang)(dang)統一領導、全面(mian)覆蓋(gai)、權威高(gao)效(xiao)的監(jian)督(du)體系(xi),增強(qiang)監(jian)督(du)嚴(yan)肅性、協同性、有效(xiao)性,形成決策科學、執行(xing)堅(jian)決、監(jian)督(du)有力(li)的權力(li)運行(xing)機(ji)制(zhi)(zhi),確保黨(dang)(dang)和人民(min)賦予的權力(li)始(shi)終用來為人民(min)謀幸福。

  (一(yi))健全黨(dang)和國家(jia)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)制度。完善黨(dang)內(nei)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)體(ti)系(xi),落(luo)實各級黨(dang)組(zu)織監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)責任,保障黨(dang)員監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)權利。重(zhong)點加強對高級干部(bu)、各級主(zhu)要領(ling)(ling)導干部(bu)的(de)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du),完善領(ling)(ling)導班子內(nei)部(bu)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)制度,破解對“一(yi)把手”監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)和同級監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)難題。強化(hua)政治(zhi)(zhi)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du),加強對黨(dang)的(de)理論(lun)和路線方(fang)針(zhen)政策(ce)以及重(zhong)大決策(ce)部(bu)署貫徹落(luo)實情況的(de)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)檢(jian)(jian)查,完善巡視巡察整改(gai)、督(du)(du)(du)(du)察落(luo)實情況報告制度。深(shen)化(hua)紀(ji)檢(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)察體(ti)制改(gai)革,加強上級紀(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)委(wei)對下級紀(ji)委(wei)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)委(wei)的(de)領(ling)(ling)導,推進(jin)紀(ji)檢(jian)(jian)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)察工作規(gui)范(fan)化(hua)、法治(zhi)(zhi)化(hua)。完善派駐(zhu)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)體(ti)制機制。推進(jin)紀(ji)律監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)察監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、派駐(zhu)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、巡視監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)統(tong)籌銜(xian)接,健全人(ren)大監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、民主(zhu)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、行政監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、司(si)法監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、群眾監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、輿論(lun)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)制度,發(fa)揮審計監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)、統(tong)計監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)職能作用。以黨(dang)內(nei)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)為主(zhu)導,推動各類(lei)監(jian)(jian)(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)(du)有機貫通、相互協調。

  (二(er))完善權(quan)力(li)配置和運行制(zhi)約機制(zhi)。堅(jian)持(chi)權(quan)責(ze)法定(ding),健全分(fen)(fen)事(shi)行權(quan)、分(fen)(fen)崗設(she)(she)權(quan)、分(fen)(fen)級(ji)授權(quan)、定(ding)期輪崗制(zhi)度,明(ming)晰權(quan)力(li)邊界,規(gui)范工作流程,強化權(quan)力(li)制(zhi)約。堅(jian)持(chi)權(quan)責(ze)透明(ming),推動(dong)用權(quan)公(gong)開,完善黨務、政(zheng)務、司法和各(ge)領域辦事(shi)公(gong)開制(zhi)度,建立權(quan)力(li)運行可(ke)查詢、可(ke)追溯的反饋(kui)機制(zhi)。堅(jian)持(chi)權(quan)責(ze)統一,盯緊權(quan)力(li)運行各(ge)個(ge)環節,完善發(fa)現問題、糾(jiu)正偏(pian)差、精準問責(ze)有效機制(zhi),壓減權(quan)力(li)設(she)(she)租尋租空間。

  (三)構建一體(ti)推(tui)進不(bu)敢腐(fu)(fu)、不(bu)能腐(fu)(fu)、不(bu)想(xiang)腐(fu)(fu)體(ti)制(zhi)(zhi)機制(zhi)(zhi)。堅(jian)(jian)定不(bu)移推(tui)進反(fan)腐(fu)(fu)敗(bai)斗爭(zheng),堅(jian)(jian)決(jue)(jue)查處(chu)政(zheng)治問題和(he)經濟問題交(jiao)織(zhi)的(de)(de)腐(fu)(fu)敗(bai)案件,堅(jian)(jian)決(jue)(jue)斬斷“圍(wei)獵(lie)”和(he)甘于被“圍(wei)獵(lie)”的(de)(de)利益鏈,堅(jian)(jian)決(jue)(jue)破除權錢(qian)交(jiao)易的(de)(de)關系網。深化標(biao)本兼治,推(tui)動審批監(jian)(jian)管(guan)、執法司法、工程建設、資源(yuan)開發、金(jin)融(rong)信貸(dai)、公共資源(yuan)交(jiao)易、公共財政(zheng)支出等重(zhong)點領域監(jian)(jian)督機制(zhi)(zhi)改革(ge)和(he)制(zhi)(zhi)度建設,推(tui)進反(fan)腐(fu)(fu)敗(bai)國(guo)家立法,促進反(fan)腐(fu)(fu)敗(bai)國(guo)際合作,加強思(si)想(xiang)道德和(he)黨紀國(guo)法教育,鞏固和(he)發展反(fan)腐(fu)(fu)敗(bai)斗爭(zheng)壓倒(dao)性(xing)勝利。

  十五、加強黨對堅持和完善中國特色社會主義制度、推進國家治理體系和治理能力現代化的領導 

  堅持(chi)和(he)(he)完(wan)善中國特色社會(hui)主(zhu)義制度、推進國家治理體(ti)系和(he)(he)治理能力現(xian)代化(hua),是全黨的一項(xiang)重(zhong)大戰略任務(wu)。必須在黨中央(yang)統一領導下進行,科學謀劃、精心組織(zhi),遠(yuan)近結合、整體(ti)推進,確保(bao)本次全會(hui)所確定(ding)的各項(xiang)目標任務(wu)全面落實(shi)到位。

  制(zhi)(zhi)度(du)(du)的生(sheng)命(ming)力在于(yu)執(zhi)行(xing)(xing)。各級(ji)黨委和政府以(yi)及各級(ji)領導干部要(yao)切(qie)實強化制(zhi)(zhi)度(du)(du)意識,帶頭(tou)維護制(zhi)(zhi)度(du)(du)權(quan)威(wei)(wei),做(zuo)制(zhi)(zhi)度(du)(du)執(zhi)行(xing)(xing)的表(biao)率,帶動(dong)全黨全社(she)會自覺尊崇制(zhi)(zhi)度(du)(du)、嚴(yan)格執(zhi)行(xing)(xing)制(zhi)(zhi)度(du)(du)、堅決(jue)維護制(zhi)(zhi)度(du)(du)。健(jian)全權(quan)威(wei)(wei)高效(xiao)的制(zhi)(zhi)度(du)(du)執(zhi)行(xing)(xing)機制(zhi)(zhi),加強對(dui)制(zhi)(zhi)度(du)(du)執(zhi)行(xing)(xing)的監(jian)督,堅決(jue)杜絕(jue)做(zuo)選擇、搞(gao)變通、打(da)折扣(kou)的現(xian)象。

  加(jia)強制(zhi)度(du)(du)(du)(du)理論(lun)研究和(he)(he)宣傳教(jiao)育,引導(dao)全黨全社會充分(fen)認識(shi)中國(guo)(guo)(guo)特(te)色(se)社會主(zhu)義制(zhi)度(du)(du)(du)(du)的(de)(de)(de)本質特(te)征和(he)(he)優越性(xing),堅(jian)(jian)定制(zhi)度(du)(du)(du)(du)自(zi)信。教(jiao)育引導(dao)廣大(da)干部群(qun)眾(zhong)認識(shi)到,中國(guo)(guo)(guo)特(te)色(se)社會主(zhu)義制(zhi)度(du)(du)(du)(du)和(he)(he)國(guo)(guo)(guo)家(jia)(jia)治理體系(xi)經過(guo)(guo)長期實踐檢驗,來之不(bu)易(yi),必須倍加(jia)珍惜;完善(shan)和(he)(he)發(fa)展(zhan)我(wo)(wo)國(guo)(guo)(guo)國(guo)(guo)(guo)家(jia)(jia)制(zhi)度(du)(du)(du)(du)和(he)(he)治理體系(xi),必須堅(jian)(jian)持從國(guo)(guo)(guo)情(qing)出發(fa)、從實際出發(fa),既把握長期形(xing)(xing)成(cheng)的(de)(de)(de)歷史(shi)傳承,又把握黨和(he)(he)人民在我(wo)(wo)國(guo)(guo)(guo)國(guo)(guo)(guo)家(jia)(jia)制(zhi)度(du)(du)(du)(du)建設(she)和(he)(he)國(guo)(guo)(guo)家(jia)(jia)治理方面走(zou)過(guo)(guo)的(de)(de)(de)道路(lu)、積累的(de)(de)(de)經驗、形(xing)(xing)成(cheng)的(de)(de)(de)原(yuan)則,不(bu)能照抄照搬他國(guo)(guo)(guo)制(zhi)度(du)(du)(du)(du)模(mo)式,既不(bu)走(zou)封(feng)閉僵化的(de)(de)(de)老路(lu),也不(bu)走(zou)改旗易(yi)幟的(de)(de)(de)邪路(lu),堅(jian)(jian)定不(bu)移走(zou)中國(guo)(guo)(guo)特(te)色(se)社會主(zhu)義道路(lu)。

  把提高治理(li)(li)能(neng)力(li)(li)作為(wei)新時代干(gan)(gan)部(bu)(bu)隊伍建設的重(zhong)大任務。通(tong)過加強思想(xiang)淬煉、政(zheng)治歷(li)練(lian)(lian)、實踐鍛(duan)煉、專業訓練(lian)(lian),推(tui)動(dong)廣(guang)大干(gan)(gan)部(bu)(bu)嚴格按照制度履(lv)行職責、行使權力(li)(li)、開展工(gong)作,提高推(tui)進“五位一體”總體布局(ju)和“四個全面”戰略布局(ju)等各(ge)項工(gong)作能(neng)力(li)(li)和水平。堅持(chi)黨(dang)管干(gan)(gan)部(bu)(bu)原則,落實好干(gan)(gan)部(bu)(bu)標準,樹立(li)正確用(yong)人(ren)導向,把制度執行力(li)(li)和治理(li)(li)能(neng)力(li)(li)作為(wei)干(gan)(gan)部(bu)(bu)選(xuan)拔任用(yong)、考核評(ping)價的重(zhong)要依(yi)據。尊重(zhong)知識、尊重(zhong)人(ren)才(cai),加快人(ren)才(cai)制度和政(zheng)策創新,支(zhi)持(chi)各(ge)類人(ren)才(cai)為(wei)推(tui)進國家治理(li)(li)體系和治理(li)(li)能(neng)力(li)(li)現(xian)代化貢獻智慧和力(li)(li)量。

  推進(jin)全面(mian)深化(hua)改革,既要保持中(zhong)國(guo)(guo)(guo)特色(se)社會主義制(zhi)度(du)(du)和(he)(he)國(guo)(guo)(guo)家治(zhi)理(li)體系的穩定性和(he)(he)延續性,又要抓緊制(zhi)定國(guo)(guo)(guo)家治(zhi)理(li)體系和(he)(he)治(zhi)理(li)能力(li)(li)現代化(hua)急需的制(zhi)度(du)(du)、滿足人(ren)民對美好生(sheng)活(huo)新期(qi)待必備的制(zhi)度(du)(du),推動中(zhong)國(guo)(guo)(guo)特色(se)社會主義制(zhi)度(du)(du)不(bu)斷自我完善和(he)(he)發展(zhan)、永葆生(sheng)機活(huo)力(li)(li)。
